Confucius on governance and wealth

In a country well governed, poverty is something to be ashamed of.
In a country badly governed, wealth is something to be ashamed of.

I was thinking about this and I thought if its ok to do that

In a country well governed, wealth is something earned not given
In a country badly governed, wealth is given with no respect to what is earned

In a country well governed, poverty is sadness mixed with the hope to rise above, support given
In a country badly governed, poverty is accepted and used to control, excuses given
